Its beef reaches some of the world’s most relevant and demanding markets. In 2025, Uruguayan beef exports generated USD 2.749 billion. USMCA was the leading destination by value, China accounted for close to 29% of revenues, and the European Union further strengthened its role as a high-value strategic market.

Reaching those markets, however, does not depend only on genetics, nutrition, traceability, animal management or processing technology. It also depends on thousands of decisions made every day on livestock farms.

One of those decisions is especially important: respecting the withdrawal period of veterinary medicines before an animal is sent to slaughter.

The challenge: turning a technical requirement into shared behavior

INAC, together with Uruguay’s Ministry of Livestock, Agriculture and Fisheries, launched the campaign “Producir bien también es saber esperar” — producing well also means knowing when to wait — for livestock producers, veterinarians and other stakeholders across the beef chain.

AgenciaAgro worked with the National Meat Institute on the development and communication of this initiative, with a clear challenge: transform a technical and sanitary issue into messages that were clear, memorable and actionable without losing scientific rigor.

The principle is straightforward. Every veterinary medicine has specific conditions of use and, when applicable, a minimum withdrawal period between the final administration and slaughter. That period allows active substances and their metabolites to decline to levels compatible with the maximum residue limits established for food intended for human consumption.

For this reason, reading the label and product information, recording every treatment, consulting the veterinarian and checking the required period before animals are sent to the processing plant are all part of a broader quality system.

The public campaign website brings these recommendations together in a practical format:

Home

Communication that connects the farm to the market

The strength of this type of initiative lies in making one point visible: a decision that may appear individual can have a collective impact.

Failure to comply with withdrawal periods can affect food safety, lead to carcass condemnation, create trade restrictions and damage the credibility of an entire supply chain. Conversely, when producers, veterinarians, public authorities and processors operate around the same standard, the country strengthens its ability to maintain high quality and demonstrate consistency to international buyers.

Uruguay’s MGAP also introduced a visual system using orange octagons on veterinary medicine packaging, clearly displaying the number of days that must elapse before slaughter. It is a useful example of communication at the point of decision: simplify critical information and make it visible exactly when the producer needs it.

From good practice to country-of-origin reputation

The connection with international markets is direct.

In March 2026, INAC hosted chefs from the United States, Europe and China in Uruguay. Those three markets together represented more than 80% of Uruguay’s beef and edible offal exports in 2025. The objective was to deepen the positioning of Uruguayan beef within international fine dining and other high-value segments.

That fact captures the broader challenge. A country can invest in market access, international promotion, country branding, commercial relationships and premium positioning, but those efforts only remain credible if the entire value chain operates under consistent standards.

The quality promoted abroad must first be built at home.

Respecting withdrawal periods is therefore more than a sanitary requirement. It is part of the value proposition of Uruguayan origin: traceability, responsibility, transparency and the ability to meet the expectations of buyers in the world’s most relevant markets.

When regulation is not enough: adoption matters

This case offers a useful lesson for national meat institutes, sanitary authorities, producer associations, agribusiness chambers and export-promotion organizations in other countries.

When a standard depends on the behavior of hundreds or thousands of producers, regulation is essential, but it is not sufficient. Information has to be understood, remembered and converted into daily practice.

That is where a well-designed sector communication strategy creates value.

A program of this kind can combine:

a simple and repeatable creative concept;

technical messages translated into operational language;

materials for producers and veterinarians;

digital content and segmented campaigns;

practical landing pages;

visibility at the sector’s key touchpoints;

coordination between public and private organizations;

visual systems that make decisions easier;

enough continuity to help establish habits.

The goal is not simply to “run advertising.” It is to help an entire value chain understand that the standard belongs to everyone.

An aligned value chain protects value

For a producer, respecting a withdrawal period means implementing a veterinary practice correctly. For a processor, it means reducing risk. For a public institution, it means protecting food safety and market access. For an international buyer, it means confidence. And for an exporting country, it means reputation.

This is the point where communication stops being peripheral and becomes part of the quality strategy itself.

At AgenciaAgro, we work precisely at the intersection of sector knowledge, strategy, creativity, technology and execution. We support companies, multinationals, associations and agribusiness institutions in translating complex challenges into communication systems capable of generating understanding, alignment and action.

Because when a product competes in the world’s most important markets, quality is not something declared only in an international campaign.

It is built into every decision. It is controlled. It is demonstrated. And it is communicated.

AgenciaAgro — Strategies that connect agribusinesses with their markets and the world.

Learn more at AgenciaAgro.com

How a strategic communication program can align farmers, veterinarians, processors and public institutions around a standard that protects meat quality and the trust of international markets.
